A C4 Use Class Act property is an HMO, which stands for Houses in Multiple Occupation. Small shared houses occupied between three and six unrelated people who share basic facilities such as a kitchen or bathroom are classified as C4 Use Class Act dwellings by the use of the term “houses in multiple occupation” (HMO).
Where the article 4 procedure is in force, certain local authorities need planning permission. Salford, Manchester, Birmingham, and Leeds councils all need one of these documents. However, Bolton and Liverpool councils do not enforce article 4.
As a result, if Article 4 is not in force, you do not need planning permission to convert a Use Class C3 (Family Dwelling) into Use Class C4.
If you want to turn a home with more than six beds into a HMO, however, this is considered Sui Generis Use Class and will need planning permission.
